Allegations have surfaced that the winning contractor in a $10 billion program is embezzling funds from New York's Medicaid system unfairly.

New York's Medicaid homecare program is at the center of a federal lawsuit filed by the Trump administration against top state health officials on Tuesday. The suit claims a rigged bidding process has cost taxpayers an estimated $10 billion and harmed patients and caregivers alike.

A federal lawsuit has been filed against New York health officials by the U.S. Department of Justice, seeking to halt an alleged scheme where Public Partnerships LLC reportedly reaped millions in improper profits through its management of the state's Consumer Directed Personal Assistance Program or CDPAP.

State Health Commissioner James McDonald reported that over 200,000 patients and approximately 260,000 caregivers are enrolled in the Medicaid homecare initiative.

The New York administration has been accused of gross negligence in its oversight of a preferred vendor that systematically diverted substantial Medicaid funds, undermining the public's faith in their government's ability to manage taxpayer dollars effectively.

PPL, along with McDonald and State Medicaid Director Amir Bassiri, are named defendants in a lawsuit that aims to put an end to their allegedly unlawful financial dealings. The complaint targets PPL's supposed diversion of funds from federal sources and seeks to install a receiver to oversee the company's operations.

New York's Governor Kathy Hochul is being accused by her office of orchestrating a politically charged maneuver. The Trump administration's motives are allegedly rooted in election-year tactics, aimed at discrediting opponents through the justice system. Meanwhile, New York has successfully implemented a single fiscal intermediary model, yielding over $1 billion in taxpayer savings and significantly reducing instances of fraud, waste and abuse.

New York officials have cleared Governor Hochul of any wrongdoing, dismissing allegations made in the lawsuit as unfounded and lacking merit entirely.

Located just outside Albany, the state capital, PPL has established a presence in Latham, New York. A PPL representative countered allegations made in the complaint, stating that the company was chosen through an open and competitive bidding process to revamp New York's CDPAP program.

In 2024, New York's legislative body made the pivotal decision to consolidate control over CDPAP with a unified governing authority.

Bassiri is implicated in a scheme to exclude eligible competitors from consideration, following his own involvement in securing PPL's winning bid for the lucrative $1 billion management contract.

Bassiri's involvement in last-minute email exchanges came under scrutiny, as officials from the Health Department claimed they faced pressure from their Governor's Office to assess whether rival bidders met the necessary qualifications.

New York is accused by the Justice Department of allowing PPL to siphon off millions of dollars in excess revenue from CDPAP through inflated hourly billing rates, undermining the cost-cutting benefits of consolidated management.

The overhaul has led to a more transparent CDPAP, minimizing unnecessary expenses and guaranteeing patients receive essential medical attention promptly.
